This is on the corner of one of the few non-cars roads in Warsaw. There’s a no entry sign above this, and the full thing says, that unless you’re a taxi, bus, police, president, member of parliment or constitutional tribunal you can sod off. On the weekends it’s cut off completely, except for police and ambulances. It’s very pleasurable to drive through in the evening, street is empty, people are somewhat friendlier and there’s usually few other people on bikes. 
I’m a bit disheartened about conditions of biking in Warsaw. Ca drivers are mental, people on the pavements give you shit even if you drive 5 meters from them and there’s always some one, usually an elderly person or a young mum pushing a pram on the rare cycling lane. You have to be determined in order not to screw the environment.
As to why this bike was hanging over a meter above ground on this sign, I have no idea. I like to think it was a silent protest.
